Fishing rules 'need urgent reform'

European rules governing the Scottish fishing industry are in need of "urgent reform", an independent report found.

The Common Fisheries Policy (CFP) suffers "systematic failures" and causes "anger and frustration", according to the interim report by the Inquiry into Future Fisheries Management.

The inquiry calls for wholesale reform, including the adoption of new regional management which would give countries more say in their own waters.
